Singapore to shift to electronic bunker delivery notes by 2023

Singapore, the world’s largest bunkering hub, has announced plans to initiate registering sales of bunker fuel electronically for the next two years to cut down on fraud and improve trade transparency. The MPA (Maritime and Port Authority of Singapore) is shifting to electronic bunker delivery notes from physical documents from 2023, with that they are also introducing a new project to register oil flows digitally using mass flow meters by 2024.
This new initiative has come into effect as many chlorinated compounds were found in multiple fuel samples that caused the breakdown of many ships.

The flow meters manufactured by TFG Marine (JV between Trafigura and John Fredrkisen) have requested other shipping hubs to follow the lead of Singapore and get flow meters installed globally to identify the purity of fuel and efficient movement of shipments.
