Parliament Clears ‘Bills of Lading, 2025’ to Modernise Shipping Law

A new Bills of Lading, 2025 has been introduced and passed by Parliament to replace the 169-year-old Indian Lading Act, 1856. Cleared by both the Lok Sabha and Rajya Sabha, the bill now awaits Presidential assent to become law. Tabled by Union Minister for Ports, Shipping & Waterways, Sarbananda Sonowal, the bill streamlines legal language, clarifies the roles of carriers, shippers, and cargo holders, and reduces ambiguity in documentation. It also empowers the Central Government to issue directions for effective implementation.

The legislation is expected to reduce disputes, improve legal clarity, and align India’s shipping framework with international standards—supporting growth in maritime trade and enhancing ease of doing business.
