China – EU E-commerce Air Cargo Flows Adjust as EU Tightens Parcel Rules

Air cargo related to China–Europe e-commerce traffic is undergoing a noticeable shift as several EU countries introduce new parcel handling fees ahead of the EU’s full implementation of a €3 customs duty on small consignments starting 1 July 2026. These changes — aimed at tightening rules on low-value imports — are already impacting traditional air freight flows from China, with some carriers diverting cargo to alternative hubs such as Liege, Amsterdam and Budapest to avoid higher costs.

Data from Italian customs show a sharp 36% drop in low-value parcels arriving in Italy, reflecting how sensitive cross-border e-commerce air cargo is to even modest rises in handling fees. Freight analysts warn that cargo capacity and routing are likely to continue adjusting until the new system takes full effect, prompting logistics providers and e-commerce platforms to rethink shipment consolidation, pricing transparency, and delivery strategies to maintain competitive services across the EU market.

At the same time, logistics experts note that higher-value categories — like apparel and branded goods — may see demand remain more resilient, as buyers are less price-sensitive and sellers have greater flexibility to absorb or pass on costs. This evolving landscape could lead to air freight demand reallocating from millions of small parcels toward more consolidated flows or stronger regional fulfilment solutions within Europe.
